[BRLTTY] technical debian info

It would be really helpful if brltty could be included in the netinst
cd instead of just on floppies for debian. while debian per se has
largely moved away from boot floppies, those of us using brltty must
apparently still use them. this is not always feasible. I have a
machine that doesn't allow for prioretizing booting from floppy if
there's no cd present; I have to choose between floppy and cd. Since I
do far more booting from cd these days, I have made that choice in
Bios and i can't change it without sighted help. I actually left
debian for a while and tried out other distributions because of this
problem; eventually came back to debian using an unofficial
speakup-enabled netinst cd.

Finding documentation for installing debian with brltty has also been
an ongoing problem. I haven't ever been able to find documentation
that states how to use the accessibility floppies. also, it actually
appeared that brltty was present in a sarge installer I saw (this was
before sarge became stable and I haven't looked at the official cds
for a while so I don't remember where I saw this) but again I could
find no instructions for its use.

I know these issues might be more appropriate on a debian
list. However, I and others have posted these issues on
debian-accessibility and received no responses other than from others
having the same issues.
