Yes. I think, in fact, that it should be at very low level, ratehr than higher,
so that BRLTTY and BrlAPI can use it too.

I like this idea and shall start developing this header. I'll use BRL_ as a
prefix for all the macros it defines. We can alwayus easily change its name,
the macro prefix, or whatever else before 3.8 if someone has a better idea. As
always, ideas for names, content, etc are always welcome.
