[BRLTTY] keys implementation in baum driver

Hi all,

I found a problem with brltty 3.7.2 bm driver on mandriva V10.
(i think the version number is not relevant).

the cursor keys do not work as expected:

- cursor up, cursor down (t1/t3) do not work);

- the help screen does not appear:

But in emacs, cursor routing switches work properly.

Any hint to investigate would help.
