[BRLTTY] MinGW

Hello!

I've no successfully compiled brltty under MinGW. If brltty is started
from within msys, all works fine. But if it's started from the usual
command prompt, I get an error message about missing component:
libiconv-2.dll. How can I solve that problem?

I would like to have brltty on a CD, so that I can start it from what
ever Windows computer I come in touch with.
