[BRLTTY] brltty and Festival Lite

/usr is not mounted at the time BRLTTY is started.

This is not a standard installation of FC4. On my installation /usr is
on a separate partition.

How can I then use speech when the system has started? Do I need to
killall and restart BRLTTY after startup?
