[BRLTTY] Bug in brltty 3.8

Hi,

I made that test and you are right.
It works correctly when i stop the daemon and restart again.
but as you have said, if i'll stop and disconnect then restart,the display had the same behaviour.
Now I'm wondering, why it ddidn't happen before with the previous version?
does this kernel has something different to handle the devices?
