[BRLTTY] Windows port

Thanks a lot.
I will try it.
There is no problem on my Lin with Brltty. But on Win with JAWS Braille
display does not work.

It's the same source.

Provided that you install cygwin or MinGW, it's just the same way as on
Linux etc.
