Please detail the dots, as your mailer just included a section sign
character, not a braille pattern :)

It is a paragraph marker sign too, but with a different shape. They have
different usages, for instance in French \xA7 would be used to refer to
paragraph (e.g. "see §1.3"), while \xB6 would be rather used for
typography, at the end of paragraphs.
