Does it go in roder from left to right, i.e. are F1 and F4 the end (or outer)

Would it make sense to use the inner function keys (F2 and F3?), rather than B9 
and B0, as the alternates for dots 7 and 8?

I'm beginning to like the idea of offering shift and control, rather than 
alternates for dots 7 and 8, more, but it wouldn't be good if those function 
keys are too hard to use on the 24.
