You're correct for up to and including the latest production release of brltty. 
In its development stream, however, changes have already been made to support 
using several tables at once. I doubt any official release of Ubuntu comes with 
a development release of brltty, though. If, however, you're willing to build 
your own brltty (not too hard) then all you need to do is to create a simple 
higher level text table which includes all of your favourite languages.
