This is a consequence of the general way in which routing keys are handled
within the preferences menu. If the value is an integer then the routing keys
are interpreted as a sort of scroll bar with the minimum value at the left and
the maximum value at the right. We could set the range to be 0 through n-1, but
that'd make the rightmost key be an invalid value (no text cells) if there's a
separator. Also, it'd be an excessively large and unrealistic range to scroll
through.
