[BRLTTY] Ubuntu: Some possible insights

Hi folks,

Samuel suggested I report stuff on Bugzilla. There's nothing to report. Luke 
told us several days ago that fixing the `braille=ask' problem is 
complicated and requires coordination between 2 if not 3 groups of people. 
The problem with multiple instances of brltty causing the display to chatter 
is I think new, but since the source is unknown and old there's really no 
point in investigating it. What I discovered is of interest, if at all, to 
us braille users and explains the differences between some of our systems 
but has no other significance.
