[BRLTTY] Removing --disable-... options.

Brltty's configure script currently supports 22 --disable-... options. I think 
the time has come to remove a number of them. My initial proposal is that:

We keep these:

  --disable-i18n                support for internationalization
  --disable-icu                 support for Unicode-based internationalization
  --disable-iconv               support for character encoding conversion
  --disable-api                 the application programming interface
  --disable-caml-bindings       Caml bindings for BrlAPI
  --disable-java-bindings       Java bindings for BrlAPI
  --disable-python-bindings     Python bindings for BrlAPI
  --disable-tcl-bindings        Tcl bindings for BrlAPI
  --disable-x                   support for X11
  --disable-gpm                 mouse tracking via GPM
  --disable-usb-support         support for the Universal Serial Bus
  --disable-bluetooth-support   support for bluetooth capable devices
  --disable-speech-support      support for speech synthesizers

And that we remove these:

  --disable-preferences-menu    the preferences menu
  --disable-table-selection     text/attribute/contraction table selection in
  --disable-learn-mode          interactive command learn mode
  --disable-contracted-braille  in-line contracted braille
  --disable-beeper-support      support for the console tone generator
  --disable-pcm-support         support for soundcard digital audio
  --disable-midi-support        support for the Musical Instrument Digital
  --disable-fm-support          support for the soundcard synthesizer
  --disable-pm-configfile       user customization of Papenmeier driver
