[BRLTTY] Contraction error: All uppercase words with apostrophe as second character

Hi folks,

No patch here because it's not a specific word.

When a word is upper case and has an apostrophe as the second
character it should be preceded by two cap signs with no caps repeated
after the apostrophe:

,,o'3nor
,,o'neil's ,,pub
,,rosie ,,o'grady4
  ,we saw ,,oily ,,o'neill's ,,escapades
         0,,james ,,o'%au<;sy
