[BRLTTY] autoselect locales problem when doing ./configure

Okay, I'm still not sure what the exact problem was, but I discovered that 
/opt/local was at the beginning of my path on the new install where it was 
at the end of the path on my backup drive where brltty installs with no 
problems. So I switched the path so /usr/bin would be ahead of 
/opt/local/bin and installed successfully. What a relief!!! Working in Mac 
terminal without braille is NOT something I like!!!
