Does this machine have several serial ports?  If so, did you try to
connect the cable to the other one as well?
Can you check "dmesg" output to make sure the kernel did not report any
errors during initialisation of the serial port?

I have output like this:
[    0.971073] serial8250: ttyS0 at I/O 0x3f8 (irq = 4) is a 16550A
[    0.971659] 00:08: ttyS0 at I/O 0x3f8 (irq = 4) is a 16550A
