Hmm, this looks fine.  I seem to be out of ideas.
Do you have any other serial devices you could test the port with?

Does your braille display have several connectivity possibilities, like
USB and serial, or serial and bluetooth?  Maybe you set it to use the
other port (this can happen with a few devices I know, like
the HandyTech Braille Star or the ALVA Braille Controller).
