[BRLTTY] Contraction error and patch: Elided numbers

Hi folks,

When a number begins with an apostrophe the apostrophe should follow
the number sign:

,back 9 ! #'gjs ,i 0 alr "w+ "h4

This patch works for multi-digit numbers but I think that takes care
of 99% of the problem. People don't usually say:

My dad was born in '8.

They say,

My dad was born in '08.

Here are some examples taken from Web-Braille books:

  8,t 0 9 #'fa10 sd ,morgan's h1d
bottle ( ,*at1u ,clos d',e/|rnel #'de4
