I believe people do it, yes.  You should however probably rather ask on
the NVDA mailing lists for support, there's not much windows knowledge
on this list :)

Concerning brltty, you need to be aware that for USB support, the
libusb-win32 driver or filter has to be installed before brltty can
access the device, which makes autoloading useless without speech
support.  Serial support should not pose problem however.
