[BRLTTY] BRLTTY and MinGW

I have now compiled it with --enable-relocatable-install, and the config
file is now read :)

But the problem with the entered braille is the same as with Cygwin :(
Not all dot patterns work, I have attached the debug.log file again, if it
is of any value.
