I would suggest that you check for relevant error messages in whatever the
Windows equivalent is of kernel log files in Linux and UNIX, i.e., wherever
the system reports all the technical details of what is going on with device
drivers and I/O operations.

Trying the same hardware under Linux would also be a good idea.

It has been reported on this list before that some serial to USB converters
don't handle hardware flow control properly and therefore fail to support
certain braille displays.
