[BRLTTY] Next and previous console commands lose position

I'm sure the cursor didn't move. Less and Mutt were two of the apps
I've used and they don't move the cursor unless the whole window
changes like opening a new message or paging back and forward.

The specific commands are SWITCHVT_PREV and NEXT, though I've switched
to specific consoles also with SWITCHVT.
