[BRLTTY] BRLTTY doesn't reloads itselft on Windows 7

There must be a misunderstanding. When I say "please run run-debug.bat",
I'm not expecting it to be producing output on the braille display. I
just mean try to run it (and fail), and then send the brltty.conf being
used and the resulting debug.log.
