Of course, anything could be made configurable. The problem is that, at least 
as I see it, it wouldn't make sense in this case. The delay is totally 
undeterminable from a configuration point of view because your session may be 
as local as can be (keyboard and monitor with nothing in between) or it could 
be over a very slow network connection. In fact, it could change from one to 
the other in the very same session.
