[BRLTTY] udev rules for Seika devices conflict with cp210x serial converters

Hello,
The udev rules for Seika devices conflict with rules for cp210x serial
converters.  People are unable to use these converters when brltty's
udev rules are installed.
What is the best solution to this issue for Linux distributions?  Ubuntu
removes the Seika rules by commenting them out.  Is this what other
distributions should do?
