[BRLTTY] Another request for a new stable release with Python 3

Hey guys.

As you will see on this Fedora bug [1], there is now a working Python 3
based Orca package with the shiny new features that Orca users have been
asking for such as the elements lists dialogs (links, headings, form
fields, and a bunch of other ones) and on-the-fly language switching.
That's the good news.

The bad news, as you'll also see mentioned in that bug, is that there is
no brltty support included. That raises the question: Do we nix the new
features or do we go without braille support? I don't know about you,
but I find both of those choices decidedly unsatisfactory. We of course
cannot take braille away. That's a given. But it really is a drag to
have tell Fedora users they cannot have the features in Orca they have
been asking for.

Fortunately, if we can get a stable Python 3 based brltty and brlapi, we
should be able to have both the new Orca features and continued braille
support. So as much as I hate to be a noodge.... Can y'all please,
please do a release so the Fedora packagers can move forward on this?
