[BRLTTY] brltty 4.5 windows build

Hi,
what is the criteria to decide  which variant to be used. And I have both
libsub-1.0 and libsub-win32 available

1.  In 64 bit machine do there have any preference to  libsub-1.0
2.  Does brlApi give any difference in results based on which one we use
3. Is it dependent on the Device we are using ( for example I have  Freedom
Scientific Focus 14 (with USB) which is working  using brltty-built-using
latest code from svn and  libsub-win32)
