[BRLTTY] brltty 5.0 and 5.1 windows builds

Hello,

I have uploaded windows builds of brltty 5.0 and 5.1 on:

Unfortunately it seems the libusb-1.0 variants do not work, that's why
I haven't uploaded them, only the libusb-win32.  I don't know to what
extent people need libusb-1.0 rather than libusb-win32.  Fortunately,
the next version of BRLTTY seems to have libusb-1.0 working again.
