[BRLTTY] Delay problem with latest code

Hi, Dave, Mario and all!

There is some delay problems when using a Handy Tech Braille Star 40
display with the latest development code of BRLTTY. This is tested with
Fedora 20, with bouetooth connection. The problem should be reproducable
by doing the following steps:

- Start BRLTTY from the command line, and ensure you are
  at the command prompt with the display focus.

- Wait 15 seconds or so.

- Press right space (pan right), and notice that nothing happens.

- Press another key, e.g. space left.

- Now, you can press space right, and it works as expected, until you
  take another break.

Attached is a log file.

I started BRLTTY with the -l debug,inpkts,outpkts,brlkeys parameter.

Hope you are able to find the problem, and hopefully also a solution.
