I don't know. Are no upgrades available for your device?

I can try adding the BLUETOOTH_ADMIN permission to brltty in order to see if 
that resolves the problem. I don't particularly like adding permissions that 
ultimately are unneeded, but it'd certainly be okay as a temporary measure, and 
if it really needs to be permanent then it can be left in.
