This is documented in greater detail in the Source Repository section of 
BRLTTY's Download page. In summary, the commands are:

   git clone https://github.com/brltty/brltty.git someDirectory
   cd someDirectory
   ./autogen
   ./configure -q
   make -s

Now, without actually installing the newly built latest development code, you 
can run it via the run-brltty script in the top-level directgory, like this:

   cd someDirectory
   ./run-brltty -option ...
