Could you please describe in as much detail as you can how you're installing 
brltty from the .exe file?

The error you're getting is:

   libusb_open error 40: Function not implemented.

This means that the code is trying to use libusb-1.0. I don't know enough about 
Windows to know why you'd be getting this particular error.
