[BRLTTY] Problem compiling BRLTTY source from Github on the latest Mac OS 10.11.x

First, make sure you installed the latest version of xcode and ran
xcode-select --install
to install the command-line tools. Also open the Xcode application to make sure you have agreed to license terms and any other components have installed. I really don't think this is your problem because you would have other problems besides the one you cite.

Here is a link to one possible cause and solution I found by googling. I do not know if this fits your situation or not.
