[BRLTTY] Using a Handy Tech display with BRLTTY on Windows

This looks like it might have already been fixed in commit
807af8d920c338c83d0959acbdabf9693581f5d3.  Have you built BRLTTY from
source on Windows, or have you used the latest binary distribution
5.3.1?
If the latter, if is really time to release a new version.
