[BRLTTY] Speech Dispatcher location.

Newer Speech Dispatcher releases have a .pc file whereas older ones don't. This 
shall finally be handled in brltty's configure script, but, in order to make 
the fix as general as possible, do any of you know if eSpeak and/or Festival 
Lite also now have a .pc file?
