[BRLTTY] Trouble installing the latest version

If either of these was true, the details were hidden from me. The only
difference I'm aware of is that before, I used apt-get install, ran
brltty (without sudo) and brltty worked. This time I did not use
apt-get install, and brltty doesn't start up properly unless I preface
the command with sudo.
