[BRLTTY] no input from braille keys under some conditions

No, the space bar and the braille buttons are unresponsive until brltty is
restarted. Only the control and routing keys seem to be active.
It looks like only those codes with a high bit set eg: (code=20000001)
not (code=20) as reported by brlapitest
