[BRLTTY] no input from braille keys under some conditions

Yes, I suspected this just after posting my reply.

I've had a cow of a time getting a log output from the process started a
boot by systemd. I finally got it by changing the option from
"Type=forking" to "Type=idle" in the [Service]" section of the service
definition file. ...but I digress ...  here are the two logs, one from boot
(with no responsiveness from the braille keys) and one after restart of the
service where it does.
It looks like brltty is throwing away the input for the braille keys for
some reason (sees dot three but treats it as a NOOP)...
