[BRLTTY] no input from braille keys under some conditions

Both logs are showing:

   [brltty] server: command 00002204 -> client code 0000000000000027

0*2204 is the brltty command that represents pressing just dot 3.
0*27 is the brlapi command that represents an ISO Latin1 apostrophe.

So, based on these logs, it looks like it should be working.

Note that braille keyboard entry occurs on the first release of a combination.
