[BRLTTY] brltty in windows

Yes, I know, but as you can see in the logs, braille driver suspended and
brl_destruct() function of the braille driver called. After that, braille
driver never started and brltty do nothing. I don't know why this
suspension is happened because this braille driver works very well on linux.
