[BRLTTY] brltty: Please announce supported hardware using AppStream

Petter: I have a couple of questions.

What should our file name be (brltty.appstream.xml, brltty.appdata.xml, etc)?

Is it okay if we just provide the v and p parts of the modalias, or are more of 
its elements required?
