The file essentially does contain braille music. It has what looks like an xml 
header which you can ignore. Many of its lines contain a trailing carriage 
return, which, in a Linux editor, shows up as a control M (ignore or remove 
them). The bar numbers aren't prefixed with a number sign. You see a lot of 
Dot7s (which should be ignored or removed) because strict BRF is being used.
