[BRLTTY] Problem compiling brltty on mac high sierra (10.13.5)

Ok, I am still having trouble tracking down the missing package. The 
Macports active ports are the same on both computers. So I did a 
.configure instead of ./cfg-darwin to see if that would give more 
information. I am attaching the resulting cfg.txt and make.txt for the 
computer with the problem and a cfg-right.txt and make-right.txt for the 
computer where the install works. Both have icu installed from Macports 
and both should have the same path set up.
