You will run qemu on the chromebook just like you would run brltty
shipped by the chromebook, right?  Then there is no reason why qemu
shouldn't be able to use the brlapi shipped by the chromebook.

Now, perhaps your chromebook ships libbrlapi.so.0.6 but not
libbrlapi.so by default, and you just need to install the development
part of brltty,  I don't know how that is called on chromebooks.
