[BRLTTY] New Release And Debian Freeze

Hi

the current development version of BRLTTY has important changes and fixes that
should be part of the next Debian release.
Debian has is (soft) freeze for the next release on the 12th of February and
ideally there would be a new release before, so that it still lands in the next
Debian version. The package needs to be uploaded at least 10 days before and
packaging also requires time. Is it realistic to ask for a release before the
end of January?
