Did you think about having a look to the documentation yourself?

You can find it at least in Programs/brlapi.h.in in the brltty source
tree. Teh file is long, but if you know which function you are
interested in as is the case here you can llokup its name in the file
and there you would find the response to the question you are asking, I
believe.
