Do you want to save RAM by disabling Google Play services? I Am not 
expert focused on Brltty source code. But MR Mielke or MR Tibauld will 
respond on yours question as quick as possible.
Please be aware, that reinstalling google Play services is not very 
easy, if you remove it by using some rooting tool. Every device have its 
own special variant. YOu can not use online service for downloading .apk 
package to get correct variant of this module.
Some apps can not be really deactivated by using deactivate or disable 
button from application manager. In some cases, other process enforce 
usability of some disabled process.
