Because sole dot 7 is not used for anything.  nbsp do carry a semantic
meaning, i.e. they will inhibit editors to break between words using
nbsp as a separator.  IOW, nbsp can be used to separate things that
really belong together, like the full name of a person or similar.  When
your editor does automatic line breaking for you, it will not break at
an nbsp.
