No, because that'd bring you a Linuxish brltty, that will try to open
the linux VGA console, which does not exist with WSL. The windows
version of brltty however seems to read the WSL console fine. It doesn't
seem to be able to read the PuTTY console, which doesn't surprise me
since the access to the console is via a win32 API, which I don't think
PuTTY can provide. Possibly an IAccessible2 interface could be used, I
don't know.
