No, by Google design. If any app could arbitrarily set the input service then a bad app could set the input service to something that'd be able to spy on what you're typing. In fact, that's what every input service needs to be able to do. Google, therefore, wants the user to be in full charge of which input services he/she wishes to trust.

Exactly because of that, brltty makes it much easier to change the input service. You'll find an Accessibility button at the right end of the navigation bar (where BACK, Home, and Overview are). If you tap that button you'll go to brltty's Actions screen. The very top item on that screen is Switch Input Service.
